I'm certain that the infrastructure issues are genuine, SSgt Donald Libby. However, I used to travel in eastern Kentucky extensively, and I can remember seeing rusting hulks of automobiles and other debris in many creeks and rivers. I think in some instances, some eastern Kentuckians have helped create their clean water shortage.
Hopefully, those streams have been cleaned up since I traveled there, but I wouldn't bet on it.
