Exchange Reconstruction Assistance for Bottom-Up Reform in Syria

Well - we are funding the Kurds.. not sure as to the rebellion - it is a 4 part civil war... maybe 5 parts. Having foreign powers and mercenaries back you is only as good as they can pay for the forces.. but does nothing to help one stabilize and area that is captured. Even forcing alot of the population to become refugeees does not help hold the ground where they once were.. Assad is not Kadaffi - he is more like the French in the Red River Campaign.... tactical victories mean chopping off forces to garrison what you capture,,, and then comes the counterattack.
