It could also be an employee who screwed up and hit the alarm button...but, good to blame a hack and save his job.

I hear stories were many utilities that run Windows XP and they're still hook up the internet when that is dangerous because Windows XP no longer supported since about 2013 so the biggest threat is anything that's hooked up to the Internet within the utility.
