It is the same principle by which 16-25 year olds pay much higher auto insurance than 50 year olds. Previous acts by the Democrats to "ensure everyone gets their piece of the American dream, home ownership" have increased demand, while putting high risk buyers into the market. Also banks have been forced to lower their standards for determining if or how much they want to extend to high risk buyers. The end result is a volatile real estate market. That is a bad market to have volatile.
What Republicans are trying to do is small corrections now to stop a similar housing bubble that existed at the end of the Bush administration and was primarily caused by Democratic legislation.

Here STOPPED a cut that Obama tried to sneak in in his waning days. Nobody is going to pay any more than they were before. Right after his inauguration speech where he mentions to support the common man a.k.a middle class and poor Americans he goes and signs this bill in which new home owners has an increase in out of pocket fees. Yeah Rich man the increase may seem small to you , but tell that to those new home owners

I read the article and think it was a long term decision to replenish the coffers that help low income buyers, not just now but later. This is why Dr. Ben Carson was selected for HUD.
