Be nice if internationally we could operate out of the same playbook for humanitarian crises.
There is one, published by UNHCR.
But we threw it away and disregarded it in both Libya and Syria.

Very much agree - and we did so in other places s well. We prefer to have the lead.. even when it is not ours to have and we know we wont be staying the duration.. Part of the reason really enjoy talking with the Austrian CIMIC folks is they have so many angles to look at the same thing - that we do not view in. Good point Top!

The Australians have also copied the California and now FEMA incident command system. Anybody interested can also join fema.gov and take the incident command system and other courses and apply them towards your military personnel file. I added four courses and they were accepted by HRC.
