On embassy duty, one of my responsibilities was to tour where the Marines went on liberty. They had to sign out their intentions in a liberty log. In Abidjan, the Ivory Coast, there was a bar frequented by German, Italian, French, and Turkish former military expatriates. They hated each other. The bartender told me that he would prefer the Marines not come.

The Marines would go to a German and ask him if he heard what the Italian said about him, etc. etc. etc. and that the Marines could keep the four groups fighting almost non-stop all night long. Every time it started to calm down, another false rumor would fire it up again.

I asked him why he didn't ban the Marines from the bar. He said because the primary reason the groups of expatriates came was the opportunity to fight the other three groups. Plus the owner made more profit off "payments for damage" than off of alcohol sales.

Sometimes people just want a throw down.

Given all the refugees from the area, I'm surprised that there are enough left to fight each other, regardless of who gives them weapons. In any event it sounds like a win-win to me.
