Tattoos on the arm is way to reminiscent to the Jews in WWII. Biometrics is appropriate for tracking absconders and a database should be sufficient until adjudicated.

MCPO Roger Collins - The 'State' now takes pictures of our vehicles from all quadrants during annual 'safety' inspections. Apparently if the license plate reader misfires, they can match a photo database.
