Sir, I received a slide deck on this about two weeks ago from my SGM. Interesting stuff and I like the direction that "Big Army" is going with this. I think improvements of the NCOER have been a long time coming. With that being said, the new form, much like the current one, will only be as good as those writing and reviewing them. I guess only time will tell.

After reading the article I have to wonder if the Army is planning to provide writing courses for raters.
The article states "The new NCOER will require insightful narratives instead of what are often nondescript, bulleted lists in the current NCOER."
I see a potential danger of those who have more eloquent writers as raters having a very distinct advantage over those whose raters are not as adept at writing.

MSG that is the exact same battle that we fight now. The new NCOER will only be as good as those writing them, and that is no different than the current form in my opinion. The second issue that we suffer from on ANY evaluations in the Army is that raters in general have a hard time looking people in the eye and telling them that they are not the best thing since sliced bread. Until we can overcome that, and raters rate their NCOs based on actual performance and potential, as opposed to what they "deserve" because they are a good guy/girl, no new forms will help us.

1SG (Join to see) , I have to agree. "Honest" appraisals are few and far between and no form will ever change that.
