That is interesting news COL Ted Mc. I would expect the UKs Type 45 destroyers were designed for the North Atlantic primarily.

LTC Stephen F. - Colonel; I suspect that the actual cause is that someone "forgot" to ask the appropriate questions. Naval vessels (at least since the demise of oared galleys) have generally been designed to operate anywhere there is a sufficiency of water.

COL Ted Mc - According to the Jane's article the "Rolls-Royce's Tomas Leahy claimed the Ministry of Defence (MoD) failed to specify that the Type 45s would have to operate in warm environments. "There was a specification for Type 45, the engine met that specification." That indicates linear thinking and a lack of initiative by the designing company. If this had been more of a spiral development process or just better communication between MoD and Rolls-Royce the Type 45 engine and cooling system design would have been designed to function well in cool through warm water.
For nations that were interesting in world domination [ala Pinky and the Brain] such as the USA, Soviets Union of old and Russia now and China being able to operate anywhere in the world is important. That is part of capability/acceptable risk decision process for system development from personal weapons through aircraft carriers and strategic bombers. Linear development process for equipment have led to lots of problems in the fluid nature of weapons development around the globe. Spiral development makes much more sense.
Since the end of the Korean War, the British navy has tended to operate in the North Atlantic primarily with secondary operations in the Mediterranean and in disaster relief efforts to former colonies who are members of the British Commonwealth of nations.
Destroyers and frigates have escort duties in carrier groups in many nations navies [those with aircraft carriers]
