Both historic and not easy to do. I still recall an effort to collaborate and provide cyber defense assistance to DHS specific to election security, and DHS did not play well with others. It was like pulling teeth to get military support into their spaces. I attributed it to the middle management pushing back against what was dictated to them by the senior leadership. This is not going to go over well this time around as people who choose to be obstacles to the President's policies will be identified and pushed aside. We've all had leaders we don't appreciate, like, or even respect. That is no excuse to actively not do your job. If a policy breaks the law or is unethical, you point these things out and you offer alternate solutions. The senior leadership does not always know what the barriers are that they must overcome. These must be pointed out to enable them to move forward. Simply sitting there and saying "you can't do this," and refusing to find ways to do it is unacceptable. Especially if this is based on your opinion, politics, and/or your intent to prevent a President from being successful.
I (we... at least many of us) have been deployed to support wars we do not agree with as an example. Does that mean we do as little as possible to prevent us from being successful? No! People with overstay visas are here illegally. You have two options here... Push for a law to have the visa laws extend their time or remove these people from the country. These folks neglected their own options, which was to comply with the law and find ways to legally extend their time here, and/or they simply ignored the law and did not self-deport themselves. I realize there are likely going to be a lot of sad stories of good people getting caught up in this, but we need to get control of this issue. One could say Trump is heartless here, but the root of the problem really is the administrations which allowed this to happen in the first place, and ignored the problem as it got worse.

This reminds me of the fact that although Congress argues with DHS and allowed the invasion of this country by other countries, they are responsible for the laws that they refuse to allow the DHS to enforce.
Congress makes laws. POTUS signs or rejects the new law (can be overridden by Congress). And finally, the SCOTUS determines constitutionality of the law.
Congress should NOT be telling the Law Enforcement personnel what laws to enforce or ignore, they should either change the law or allow them to do their jobs.
My $0.02 for what it is worth.

Congress really didn't prevent DHS from enforcing laws so much as the President did (who's job it is). Specifically, and most recently President Biden. Congress can go pound sand unless they can pass a new law, which is pretty much the only way to tell the President to do what they ask. The courts however, have some measure of authority, but participating as an activist to try and prevent Trump from doing his job of enforcement crosses a line. The act by Judge Boasberg to tell a President to turn an in flight deportation flight around was unacceptable and he (the judge) should be investigated for impeachement. What's next? "No you can't launch a strike against that terrorist camp, turn the F-22 around?" Thank God the SCOTUS got this right and essentially told Judge Boasberg to pound sand (Take note Democrats in Congress... More deportations are on the way and this IS a good thing).
