STRATCOM (and in my day, SAC) crews have trained for nuclear war since the 1950s. The orders to launch an ICBM or bomber or activate a nuclear weapon are extremely tightly controlled. There are VERY rigorous and well-rehearsed processes to do so. If the launch crew receives a "properly formatted launch order" (and those four words mean a lot to a STRATCOM crew), they MUST launch. They are trained. It is an ORDER, violation of which is punishable by UCMJ, which in time of war can include the death penalty. What VP Pence said might appear reckless to those who haven't sat nuclear alert, but he was just re-telling them the standing orders they already knew.
