In my opinion that was the plan all along with these ships. However the smaller variants, interestingly enough (DDH-180/181) are called and operated as Destroyers with a big flight deck.

I would say no, just bringing it up to the standards it needs to be at would probably cost as much as a new ship. Plus it would be a one-off which would make support for it a nightmare.
