It's all about the money. He opposed it when it appeared to be a threat to big tobacco ( can't threaten the gravy train). Now that big tobacco is going in there are lots of dollars to be gained. Politicians try to find the most cogent argument to protect their dollars, there is no real belief in that argument. It quickly changes when the river of dollars begins flowing elsewhere.

He's only changed his stance on Marijuana because he has skin in the game now. Legalization will make him richer. He gives no shits about Vets that use it for PTSD and chronic pain, he's just wanting to pad his bank account even more.
