I live in Houston Tx. I can tell you this about Harvey. The Judge is correct on his ruling. The City of Houston and the outlying areas are nothing but concrete with no where for the water to go but to two tributaries. Meaning billions of gallons of water are directed to these points that go to the coast. Not enough pipe so to speak...

We were more fortunate than hundreds others. We had power line fallen into "pond" that kept us inside. Water didn't enter "our" home (foundation, not raised off the ground) but wz nearly 2 ft high in garage (5 ft from back door) & shed (some 20 ft from back door). To our misfortune, it took flooding from Harvey for us to learn we'd been deceived into believing our home wz nvr really OURS.

Sgt. Cort Landry, they mean even less when some neighborhoods--like Denver Harbor--are overlooked for improvement. 'Til last yr, majority of our streets in Denver Harbor had so mny potholes people dreaded having to drive into Denver Harbor. Sidewalks are so anti-handicapped that people like me in scooters & others in wheelchairs must navigate our neighborhood by way of streets, roads & feeder. Newly repaved streets are already cracking & crumbling 'cause, instead of sewer system, we have ever-growing (dug deeper every other month by waste management breaking up heavy trash with backhoe....& not EVEN clearing debris) ditches.

That doesn't even account for centuries-old trees City refuses to cut dwn 'til proof tree is dead damages citizens' property, or for mosquitoes breeding in ditches after heavy rain.
