Agree! Great advice. On RP I've often said: show accomplishments with your responsibilities in resumes. There was a time when being competent in using common office computer applications was a big deal--back when office computers had three-number names like "386" and Windows versions were in single digits. The only time to include this type of information now is if the job description, application instructions, or job announcement asks for it. However, if you have advanced skills with computer applications and can point to results of those skills that are applicable to the job you're applying for, then include those facts. Not everybody can, "Create a statistical analysis of performance in an Excel spreadsheet and transfer associated graphs to PowerPoint creating a presentation that caused the Chief Operations Officer to change company policy on contracting with critical suppliers."
