_Have elected officials claim that they have access to irrefutable evidence, that they fail to turn over.

This article was published in October 2017 and so far nothing. The problem I have with it, is in the article it says they were in the process of legally settling with the disgruntled party prior to the DA filing charges. So the DA's case would have gone nowhere. BTW, this is common practice with businesses for sale, it's why you use a business appraiser as well as an auditor to look at the books. Having bought businesses before every past owner lies about the value of the business to get more money to the bottom line. Good luck finding someone completely honest in valuing their business properly (it's all about negotiation, just like buying a house or used car). Google businesses for sale in your local area and read up.......you should be able to pick out a few lying just in the description of the business. Sale price should be a fixed multiple of sales.....forget the exact formula but you can Google that as well. Look how many businesses for sale violate that basic principle on a fair asking price. On some of the businesses for sale listings you can do basic math in your head and determine that they are not being honest with their numbers.
