I would think due to the conditions you would not to use anything that would encourage radiation particles to stick to it.
I was just reading South Korea advises not to use conditioner after a nuclear attack
While being in space is not the same thing being in space means being exposed to higher levels of radiation.
I would also think being in space with your hair lifted would mean less oil on it to attract dirt and less need to clean it.
Powders would enter the atmosphere and I think would be more prone to be more inhaled in that situation. I realize there are air filters but I also think any powder could be prone to clogging or reducing their efficiency.
If anything I would see a need for a wet, non-flammable, fast drying substance for hair maintenance. Like a handi-wipe where it is moist but not so wet as to drip with moisture.
