The Secretary of State has brought to Congress the duplicity of Pakistan, who the U.S. has both military and financial assistance agreements. The ISI through the Haqqani Network supports the Taliban in Afghanistan and then, on the other hand Pakistan assures the U.S. that it supports counter-terrorism and counterinsurgency. How do you support counter-terrorism when you are counterpart to Terrorism? Pakistan did this to win annual U.S. aid of $750 million for the 'War On Terror'.

The preferred Chinese loans have caused Pakistan to think of putting it's founding father's land on lease or for sale to repay the debt. Without the terror outfits harbored in Pakistan and without the Taliban, Pakistan has no legitimacy. Without funding from the U.S., Pakistan might cease to exist.

If anything the situation is even worse than you describe. One of the Haqqani family has just been appointed to high office in the new Taliban government in Afghanistan. Based on my former life in MI, I would describe the Taliban as an arm of the Pakistani Inter-Services Intelligence (ISI), which has supported the Taliban against us for over 20 years. The ISI, in addition to bankrolling and supporting several terrorist groups like Lashkar e Taiba, also knowingly assisted in hiding Osama bin Laden just outside the Pakistani military academy at Abbottabad. He was residing there when SEAL Team 6 executed Operation "Neptune's Spear" and killed him.
Under Prime Minister Khan, Pakistan has opted to adopt a very strict interpretation of Islam as the basis of its foreign policy. One of their big policy initiatives is accusing some states of blasphemy against Allah. This practice of politics and religion riding in the same vehicle is very dangerous and has led to extremist outcomes.
The Pakistani Port of Gwadar fiasco is typical of the predatory lending policy of the People's Republic of China in executing their "One Belt, One Road" initiative. The PRC have made big loans to several impoverished states in Asia and Africa, setting up lines of commerce to bring back food and industrial supplies to China. When the debtor states cannot repay the loans, then the Chinese essentially foreclose and gain long-term pre-paid leases or ownership of the critical facilities those loans have financed. China has also used government funding to take over operations of critical facilities like the Panama Canal and some sections of the Long Beach port in California. They are trying to gain control of ocean shipping and seaborne commerce, and they think "long term".
