I can give you another reason; Mema gon whup dat a$$ if you act up. Humor aside, Life is just different in the south East. There are Tech jobs here that everyone wants a part of and the kids know they have to do well to even have a chance of getting one. Discipline is handled differently around these parts. The article notes this difference as a major factor in the findings.

It appears the states wrested educational goals from the unions to make these strides.

I can't comment accurately because I have to pass through the downtown to get to a building I own and everytime the area is full of young people sleeping on the sidewalks next to what's left of the businesses. The local news reports the situation has improved but it sure doesn't look like it to me. In other areas of the city help wanted signs are all over the different stores. I see opportunities around every corner. Not just for employment but education as well.
