Thanks for mentioning and honoring Chief of Naval Personnel Vice Adm. Bill Moran has been nominated for a fourth star and named to replace Adm. Michelle Howard as the vice chief of naval operations, pending congressional approval SFC Joe S. Davis Jr., MSM, DSL.
Moran's agenda had been to re-establish trust with the rank and file. Since 2013 when he became Chief of Naval Personnel, Moran overhauled the Meritorious Advancement Program, delivered a special pay for sailors serving on long deployments, and eased body fat rules. Moran has made it a signature to delegate more personnel decisions to Navy commands, seem well reasoned.
However his initiatives like loosening the tattoo rules are not what I would consider common sense initiatives. That seems more like pandering to the common culture as opposed to standing for something.

In late 2009 I got to meet the Navy's version of a Rock Star Admiral and head of the JCS Admiral Mike Mullen at PRT FARAH in Afghanistan. His aide de camp gave out his personal coin and we waited in line for photos with him. 60 minutes tagged along. We told him our connex/sea can with most of our gear was stuck in Pakistan. His aide was on it immediately and 3 days later the Connex came. We had almost no cold weather gear and it was below freezing at night.

To the day I retired I made it my "Thing" to do Ground RF Support to EP-3 and ES-3 Aircraft. I was pretty good with Old Fashioned RF Comms and if you worked for me you better learn to be.
