COL Charles Williams I don't think falling asleep has ever been an issue for Sailors. Ask any Sailor and he would tell you the best sleep he ever has was in his rack on a pitching and rolling ship.
The two biggest issues in my opinion are training and manning. Both have seen a large cut in my career. CBT has been the growing trend since I have joined and usually it isn't very good.

Staying awake is not usually a problem for soldiers, being awake and effective after long hours can however be extremely challenging.

Well, a couple of glaring details: the Navy shut down their ship-handling school in the early 2k's...and they don't even teach celestial Nav anymore. Basic skills they decided, for whatever reason, didn't need to be imparted to the people driving the ships. So I think it's best said that all 3 factors contributed.
