Never part of the Commissioning Crew (Plank Owner) but I think this test is required on all new ships. I have brought 2 out of RCOH Reactor Core Overhaul where a Shakedown is required but nothing this Drastic.

I participated in sea trials on DDG 51, and had the opportunity to view the video of shock trials. One of the lessons lost on most civilians when they question the cost of surface combatant ships is that they do not appreciate the standard to which they are built.
