SSgt Ray Stone Cops are already taught how to interact with kids. But kids do not always know what may be perceived as posing or masking a threat. My son-in-law, a former Lansing Police Officer ran into 10-16 year olds that were specifically trained by their gangs to delay and if necessary assault police officers in pursuit, or to act as human shields to facilitate an adult perpetrator's get away. These underage "soldiers" could do something and get released in hours with little or no bail. And get suspended sentences or community service for things that adult convicted of, would get years in prison. Training a cop to presume a 12 year old is not a threat is training a cop to not make it home to his/her spouse and kids.

I think this has to do with the criminological theory of Social Traits and how individuals are raised. I agree with what you are saying. A Childs culture and family upbringing can greatly affect how kids interact with cops, and unless taught otherwise, they are completely unaware of social norms in our society.
