It goes to show how we have undercut Law and order in this country. Years ago people would never thought they had a "right" to stand in the middle of a busy street or freeway. Now police are afraid to enforce the law. Anyone who decides to stand in the middle of a road should be cuffed and stuffed in a police car and spend a few nights in jail eating bologna sandwiches, then have to explain their stupidity to a judge.
