As best I can tell the head line is a so what. It appears the lawsuit was filed for the headline effect, since it causes no substantive change in the way EVERYONE is supposed to conduct themselves at a polling place.
I can truthfully say that Congress passed laws telling Democrats to not kill Republicans. True... but definitely misleading once it is put it in a headline.
