From my perspective as a Marine (im not Clausewitz) I would say that the primary areas of focus should lie with Mobility, combined arms training and small unit tactics. Technology has grown to the point where small units have the ability to leverage significant impact on the battlefield and cause decisive outcomes. The paradigm of WWII and Korea are behind us with our ability to communicate, take advantage of long range supporting arms and be mobile. In order to support that MPS is a theater concern to supply, support and enable small unit leaders to accomplish their mission. Centralized command and decentralized control will be a key element to success. They should understand how that works. When I was the OpsO for ANGLICO I trained my entire unit to be FACs and FOs, had them rehearse on insertion and extraction with every aircraft, AAV or land vehicle available. I trained them to operate at a team level in support of a company objective instead of waiting for instructions. Mission, commander's intent and end state are all similar in the final objective, but understanding the difference gave them the freedom to act within the ROE and think on their feet.
