Outdated hardware snags Marines' migration to Windows 10

Does this really surprise you Master Guns, that the Marines (or any branch of the military really) has outdated hardware that isn't capable of upgrading to Windows 10?
Shortly after I retired, I landed a job as part of a refresh team replacing XP machines with brand new 7 machines, at Camp Pendleton. This was over 3 years ago. And those machines were all marked as "built for Windows XP" yet they were fresh out of the box!
