It would be interesting to see the ratio of sea to shore time of these individuals. I have no problem cutting dead wood, but hope these evaluators are not professional staffers that seem to fare well when these actions take place.

I wonder if this is building a better Navy and military force? Or just cutting the budget?

It shouldn't actually affect the budget (in any real way), as every E7+ that gets removed is immediately replaced (next year). Barring any drawdown/expansion as mandated by Congress.
It would help "up or out" and potentially prevent people that are using HYT as an excuse not retire. Since there are only so many slots at the top, anyone that sits in an upper billet too long is a potential liability for everyone else below them. If they are using strictly qualitative cuts, then this should open up promotion possibilities for the PO ranks.
