"Gangs" have always been with us. (humans)
I would ask this report how many of those gang homicides were drug related?
That leads to a whole other issue.
No simple answer to either of those problems.

I hadn't started school yet when I first encountered a gang. Makes me think gang violence is simply a human trait.
