The El Centro facility is a small one (only claim to fame is that the Blue Angels train here during the winter months). I would expect that life on this base is pretty laid back in comparison to most military installations, so whatever he did must have been highly noticeable. I suspect there might be alcohol in the equation somewhere. Hot days here in the desert (El Centro is where I make my home).....mixed with cold beer......can give you an undesired result at times.
