These articles are repeated every month or so. Other than a few 30,000 ft stats couched in terms as inflammatory as is possible for the "journalist", there is little real information. Reports and surveys are not deeds done. In 2012, I was subpoenaed by AZ Nursing Board (again). Surprize to me, records indicated I had conducted or directed over 3000 S/H investigations in my positions in retail food and private sector corrections. A percentage were certainly S/H in its most egregious form, i.e., rape, unwanted touching, quid pro quo, suggestive speech in spite of objections, etc. The large majority of complaints however, arose from romantic breakups or triangles, retaliation for actual or perceived slights or failure to promote, and, in a number of cases, as deflection/cover over job performance issues. I'm betting that a fine comb sifting of the numbers alleged in the article would yield similar profiles.
Beyond that, the other thought is, where the heck is the NCO class? There is a saying that was old when I enlisted, " Don't f*** the troops, and don't f*** the troops". And where is the officer chain of command? This article, and its predecessors, reeks with emasculating military authority, accountability and control and replacing it with some sort of political commisar. No NCO or Officer worthy of the title should want that. Let's stop blanket "solutions" which only exacerbate, and get back to addressing individual issues and poor leadership. And let's try to have statistics reveal the environment rather than buttress an agenda.

I agree with numbers alone don't show what is really going on. Failure of leadership is a huge problem. Numbers going up can also be associated with more feeling safe if they report it. If th hst is the case then the environment is improving. But at same time have to make sure some reporting is false and someone striking back for a perseved slight or disagreement with leadership. Fine line to walk.
