Yay TX. This is really about reciprocity with states that issue permits to 18 to 20 year olds. TX will begin recognizing them as part of "The People" The 14th Amendment Defines the "People", there are discrepancies state to state as to the age that someone grows into the definition.

Nearly 50 injured after car plows into parade crowd in Liverpool
A minivan plowed into a crowd of soccer fans at a championship parade injuring nearly 50 people, including 4 children. It comes as tens of thousands were gathering to celebrate Liverpool’s victory in the English Premier League. The driver, described as a 53-year-old man from the area, was arrested and the motive is still unclear, but it’s not being treated as terrorism. NBC’s Raf Sanchez reports for TODAY.
