The Western world may abide by it but China doesn't care because all they want to do is help 3rd world countries get cheap energy by coal and then force them to give up a navy port or some land so China can use the Silk Road initiative to expand their military worldwide. China continues to pollute and to Greta Thunberg does not say anything about it. China uses the silk road initiative as it has for a long time to improve its military posture World wide.
