During the first Gulf War, LTC (Join to see), a message came down from DOD/DA (I don’t know which) that no one was getting out. Even officers that had been passed over for promotion twice had to stay in until ordered otherwise.

Stop left SS is a common retention policy during times of military stress. During Desert Storm I had a soldier court Marshalled and convicted of robbery sentenced to 364 days of incarceration and a BCD. He was outprocessing the retraining BDE @ Leavenworth and was held there an additional 9 months during that “stop loss.” When it was lifted he was BCD separated.

USACAPOC has specific tasking to have a number of composite units ready to go in case of operations in Korea. Personnel in that basket will have an uphill battle getting out, but still can.
Our OPTEMPO elsewhere is still busy as well, so those units not identified for contingencies in Korea still have missions in HOA, Afghanistan, Eastern Europe, and elsewhere.

Since my friend can't get out and he wants to get away from the flagpole because his Battalion staff and commanders and everyone are annoying him, I told him to take intermediate level education now that he is a major. That way he can take his 2 weeks at Fort McCoy or at Fort Dix and then spend eight months away from his unit going to my unit for his classroom portion of Phase 2 and then the following year take the third portion in lieu of his active duty for training. That way, if he is a major with intermediate level education out of the way, he set for lieutenant colonel in the future and he also has a break from the people who annoy him at his civil Affairs battalion

They can't force him to go to his unit as well as intermediate level education, right? I don't think you can get paid pass a certain point so it's either going to be school is more important than drill. You are a senior NCO so I'm sure you know how this work since your company commanders are are often Majors. He is not a company Commander nor is he the S3. He's one of those effects cell major positions

The answer to your question is generally no, unless they have ATAs to burn and some major training event that they really want him at.
If he is doing distance learning for ILE, that is where he'll be at for that nine months or so.
If leadership is full of tools - and I have survived more than one period like this - you can just wait 'em out. The command team only gets two years and then it is on to the next assignment. Ideally, he will be ready for promotion by then.
