Unfortunately this sounds like something the military would do. Make a big mistake. Try to cover it up, and deny until the troops are dead anything happened. Happens way too often. Burn pits anyone? Agent Orange? Gulf War Syndrome? Pellham Range contamination? Camp Legune water?
