Cabotage laws have weaken national merchant fleets limiting the ability to transport of large volumes of ocean freight in support of coastal combat. Foreign flag vessels will flee ports of conflict. The USA has a small aging fleet of commercial and Gov't owned cargo ships. Rail lines can easily be damaged. Trucks cannot move needed volume of war materials into coastal cities.
Washington DC needs to make new construction of US built merchant vessels more affordable and remove the monopoly of labor unions on manning. It currently costs too much to build, operate, man, and repair ships in accordance with the Jones Act.
