"Winning hearts and minds". Yep, a must in defeating an insurgency. Problem is that the insurgents are generally just as bad as the government they want to change/bring down. The communist revolutions in Russia and Cuba initially succeeded in the winning of hearts and minds, only to later turn on the populace once their own power base was secure. Establishing oppressive, equal to, or greater than, the one just overthrown. While there are many reasons presented by the insurgents for the action they take, in my opinion it boils down to the desire for power of the have nots vs the haves. There is no plus for the common guy, the one who is just trying to get along, he's the one who gets shafted in the end.
