I'm all for intervention courts, but the criminal must provide full documentation of illegal actions to support future charges if program is not successful. Yes, "sex working" is illegal. Being mistreated in life does not excuse one from wrong acts. Being an illegal alien in the sex trade does not give one a pass on immigration laws. Deportation and denial of reentry should be the first thing an invention court should do.
