Clearly the Canadian Army needs money for newer and better equipment as well as to maintain its existing equipment. Or does it?
The Canadian Army needs money, but does Canada need the Canadian Army? Who is Canada defending against? The Canadian Army has been deployed several times since Canada was established as a country, but never in defense of Canada itself. The last time Canadians fought to defend their country it wasn't even Canada yet.
The only nation that has ever conducted a military attack against Canada was the United States, during the War of 1812, although perhaps we came close again in the mid-1840's during the negotiations with Britain over the border of the Oregon Territory (now the state of Washington). I do recall that in the early 1960's the Canadian Prime Minister made a speech about strengthening the border in case the US would try to "re-invade Canada" but I don't think anyone on either side of the border took him very seriously.
As a NATO member, Canada has a commitment to spend at least 2% of GDP on defense, but like many other NATO members Canada spends significant less (under 1.3%). Even if Canada were willing to devote 2% of GDP to its Defense, is the Army really where that money would be best spent?
I wouldn't be surprised the US Army Goes the same way to try to cater to people because many don't want to join for whatever reason and I know in schools they indoctrinate you to not like your country.

I have participated in two Canadian military exercises. Maple resolved is generally held at Canadian Forces base Wain right though sometimes they move it to the east and have it over there. It is a major exercise that validates a battalion minus or company plus unit that goes to Latvia as part of its security arrangement.
