I'm sure people can come up with any number of pretexts to do this. The pattern remains the same, an extreme willingness on the part of this administration to do what "coincidentally" benefits Russia. I won't guess at why, there are a number of possibilities.

All aid packages should be reviewed but I somehow doubt that if there is a reason not to send the aid that it is to ingratiate him with Putin.
