War crimes become more broadly defined as time passes. Is the potential cost worth the gain?

Well, Amnesty guy gets an F in Law of Armed Conflict. I don't know anything about what was right, could be better, or may have wrong with the way they decided to carry out the relevant strikes, but his argument, as presented in the article does not provide evidence that a war crime has been committed. Innocent people do get killed in wartime. That's an outcome. Need to know a lot more than the outcome.
