Interesting. No wonder I knew several First Class Petty Officer's who didn't care to go through the 'seasoning'.

FYI, those 1/C Petty Officer who do NOT choose to participate in Initiation are known informally fleet-wide as E-7s, NOT Chiefs. And although there is no indication in the individual's service record NOT to participate, the global CPO Mess network is vast and word eventually gets out.

For anyone outside of the Navy, trying to understand rates, ratings, and rank in the fleet is no simple task. You almost have to serve in the Navy to have a strong understanding of how it all works.
Chief petty officers have a lot of influence in the Navy, but with great power comes great responsibility. Achieving E-7 is the first step of a journey that could someday lead to becoming the master chief petty officer of the Navy, the equivalent of the sergeant major of the army.

I got a kick out of my brother's story about crossing the equator for the first time aboard the carrier Lexington (CVA-16) back in 1960 . . .
