Hmmmm
According to Navy spokeswoman Lt. Cmdr. Madisyn Hansen, Smith's new outfit is part of the development of a two-piece garment aimed at offering an alternative to the Improved Flame Resistant Variant Coveralls. Hansen says it is popularly known as "the 2-Piece OC or 2POC."

PO1 Tony Holland What is it with rank insignia on the center of the chest? Collar insignia is much more noticeable to me!

I get the need for the center of chest in a Cambat Area, but on a ship? Fighting Fires?

I have retired and am not on Active Duty anymore, but Shipmates, I have only one thing to say. The phrase Uniform of the Day has taken on an entirely new meaning.

If I need to expand on that answer, you have not been paying attention lately. Someone is getting rich on the Navy Uniform Board and Sailors are going broke just trying to keep up. Stop this foolishness.
