The more urban lights there are, the less that we are able to see nighttime stars and planets.

This is true, as the more light we see at ground level, the less we see in the heavens above us...

Call me ignorant, but I thought you could only see the stars at night while being on earth.

You must have missed something, Gene... It's the scattering of light by our atmosphere during the daytime, that provides the blue sky and limits what we can see. On the moon, there is no atmosphere to scatter the light, so when one looks at space from the moon, one can still see the stars as the backdrop is dark and the stars bright... but that doesn't work if you are looking at the sun.
