Obviously he can bit they would be more restricted than if the states did it.

He can once they are federalized, since protecting our borders is one of the military missions many examples of this happening in history. No matter how much crying and complaining, once they are federalized the Governor can go pound sand. I think she is saying no so that he will federalize the guard, that way the state is off the hook for the bill.

He can use the troops in a support role, but if he federalizes them, he cannot use them to apprehend and detain them. SCOTUS ruled on that a few years back.

MSG Stan Hutchison - Just troops being on the border with their organic weapons will suffice. The Border control agents and local police will deal with the arrest and detention of illegal immigrants that make it across. The guard can deal with the scumbags that fire on the agents and police, that is within their mission set.
