I agree with Lt Col Charlie Brown as when we look at research costs they are usually in the stratosphere. It will stifle research or likely they will take the dollars saved and give our tax dollars back for research and that will always happen in a reactive mode. Getting more government control is something we do not need, why? It begs the question, how do you like the administration's successes so far? The administration can not execute its priority responsibilities. Let them get that right and then see if we want them to expand their power with our tax dollars - IMHO.
