Do you salute the flag or the music when the flag is being lowered or raised?

I cannot bring myself to render a hand salute in civilian clothes and especially without a cover on the gourd. Marines never salute uncovered and we don't salute in civilian clothing. I know there was some sort of edict put out that "authorized" veterans to salute in civilian attire, I just cannot do it. I do put the hand over the heart and assume the potion of attention.

Cpl Jeff N. - "I do put the hand over the heart and assume the potion of attention." the way I was taught, that is a salute, just civilian version. Thanks for your service.
