You are correct that a formal treaty between the United States and another country needs to have Senate approval (>2/3rds of the Senate), however the President can enter into an "Executive Agreement" that is binding under international law (his 'foreign affairs' powers under Article II)

HOWEVER (and this is the pertinent part of an executive agreement) those agreements cannot supersede federal laws (although it could State laws) and cannot be unconstitutional.

You can be guaranteed of one thing - any Executive Agreement that even hints at requiring something done domestically will be challenged in court by the President's detractors. This was done under the previous president and so far has been done under this President. It's all politics.
