We are in a divided country. The Biden mandate, such as it is, is to bring some level of normality to the office of the president. This basically equates to:
- Don't push the boundaries of executive authority
- Try to form a bi-partisan partnership with Republicans in Congress
- Restore norms around agencies like the DOJ being non-political
That is to say, don't try to make radical changes.

For Mark Huddleston, Biden has at least the same mandate that Trump had in 2016, and, unlike Trump, Biden also won the popular vote.
