To me it's not so much that the impeachment proceedings House doesn't seem to know what they are doing and are may be using fabricated evidence but that when the stuff started coming out about Hillary's 'Clinton Foundation' the Democrats did not demand hearings on her.
Impeachment is the process by which a legislature brings charges against a civil officer of government for crimes alleged to have been committed, analogous to the bringing of an indictment by a grand jury. Most impeachments have concerned alleged crimes committed while in office, though there have been a few cases in which officials have been impeached and subsequently convicted for crimes committed prior to taking or after the individual has left office.
If you can seek hearings on a sitting President there should be no issue with doing the same on an Ex-Cabinet Member.
